Perfect Generation Ministries, Inc. (PGM Family) is a 501(C)(3) Nonprofit organization created is to assist with stabilizing families impacted by Gun Violence, Mental Health, and Health Challenges through Nurse Case Management services and pathway for our youth to develop life skills and sustainability for BIPOC and Latin individuals. Our primary focus are those designated as minorities, between the ages of 4-24-year-olds, along with members of the family within the household, PGM providing gun violence awareness and preventive measures, wrap-around services tailored to the need of the individual. PGM have and is currently assisting many families in the DMV and beyond, by assisting with the food support efforts, Homelessness prevention, Nurse Case management Services, Volunteer Senior Outreach Projects, monthly Summits that address serious issues like our upcoming Summit about abuse in relationships of adolescents, suicidal thoughts, bullying, access to guns, victim prevention, re-entry, and more. We provide mentoring services to everyone in the household including the youth to address any barriers that is preventing the family from healing from the trauma from gun violence and succeeding in life like joblessness, parenting skills, educational needs, mental health services, financial literacy, and more. And we train our clients to pay it forward by volunteering because we charge insurance companies for some of the services we provide.

Founder and CEO

Dr. Katrina M. Fowlkes, BSN,RN,CM/DN-Philosophy Business Administration and Life Coach Certification

Dr. Katrina Fowlkes is a survivor of many things like Breast Cancer and being diagnosed with Crohn’s at the same time, 38 Family and friends dying during COVID Pandemic to present and having multiple Health Challenges. Despite it all, Dr. Fowlkes has stayed steadfast and obedient. She is a wife, mother, grandmother (Ya-Ya), co-author of several books and the founder of a 501(C)(3) nonprofit organization Called Perfect Generation Ministries, Inc. (PGM Family) and owner of Just Breathe Consulting and Nursing, LLC; PGM Family is the soul purpose that allows Dr. Fowlkes the passion of giving back to her community and beyond. Dr. Fowlkes has a vast knowledge of nursing principles and what it means to be an advocate for others. Dr. Fowlkes has served over 2500 clients in need and counting. She has assisted in many crisis relief like the IDA victims with assisting with triaging, medical resources, mental health resources, assisting with FEMA applications, assisting with opening bank accounts with financial assistance, assisting with relocation, sending food, baby supplies, and more in collaboration with local partners. Dr. Fowlkes has provided domestic violence victims assistance with relocation from state to state, nurse case management services with each client she triaged personally, provides mentoring to many clients, assisted with payment of security deposit for clients rent, payment of rent, donation of vehicle, donation of furniture, donation of prom dress through the resources of local government agencies and leaders in the community, coordinating events with over 500 people in attendance, monthly virtual summits hitting on topics like Breast and Prostate Cancer Awareness, End of Life Preparation Summits, Identity of Law Enforcement from the State's Attorneys Viewpoint, Domestic Violence Awareness Summit, Tax Preparation and Colorectal Cancer Awareness, PGM’S Minority Women Healthcare Summit that touched on limited care for Minority Women and so much more. Dr. Fowlkes have been hosting an annual PGM's Wear Orange Gun Violence Awareness Event since 2022 in honor of her son Kaylin Castle an innocent bystander of gun violence (He survived after four surgeries, three blood transfusions and two hospitalizations) and in honor of her nephew/godson Jaden Ealy who was shot on May 25, 2021 but died June 11, 2021 from his injuries). Her ultimate goal is to build a village to assist to make families whole again and provide preventive measures to the youth and their families.  

 

 In her professional career Dr. Fowlkes holds her PhD in Business Administration, is a Nurse that specializes in Pediatric Vent Nursing, Public Health, Infection Control, Hospice Care, Delegation Nursing, Case Management, Occupation Health with the Department of Defense, and held multiple position with the Maryland Department of Health as a Compliance Nurse for Behavioral Health Administration and OHCQ, and owner of multiple businesses. Dr. Fowlkes is an Alumni of a HBCU, Coppin State University (RN to BSN program), graduated with her PhD in philosophy of Business Administration and her certification in Life Coaching.

Mr. Michael Jackson

Michael Jackson is the proud owner of A Little Faith Accounting and Tax Services, LLC, an award-winning firm recognized for excellence and trusted service in the community. Under his leadership, the firm has been honored multiple years in a row as Best Tax Firm in Baltimore, Maryland at the Baltimore Times Best of Excellence Award Ceremony, highlighting his commitment to integrity, professionalism, and client success.

 

Michael is a devoted husband and the proud father of three children. In addition to his work as a business owner, he has served the community through his professional career with the State of Maryland and through his volunteer leadership as a board member of I Am Mentality, a 501(c)(3) nonprofit organization where he has faithfully served for more than eight years.

 

Deeply rooted in community and mentorship, Michael has been connected to the Riley Hawkins Avengers Karate Club in Baltimore since he was a toddler, following in the footsteps of his father. Today, he continues that legacy by instilling the same discipline, character, and commitment to excellence in his own children and the community around him.

Mrs. TimMeka Harris-Reese

TimMeka Harris-Reese is a devoted mother, fierce medical advocate, business owner, and faith-driven leader committed to serving families in their most vulnerable moments. She is currently pursuing her education at Liberty University, equipping herself to expand her leadership and community impact.

She is the Founder and CEO of Ribbons of Love (est. 2016), a purpose-driven business dedicated to supporting families affected by various tragedies. Through intentional acts of care, she ensures that during holidays and special occasions, families are provided with beautifully decorated spaces that bring joy, comfort, and a sense of normalcy during difficult times.

She also serves as the Chief Operating Officer of Perfect Generations Ministries (est. 2021), where she leads efforts to support families impacted by gun violence. Through wrap-around services, the organization provides holistic Comprehensive care—including emotional support, resources, and faith-centered guidance—aims to help families heal, rebuild, and move forward. With over 19 years of firsthand experience advocating for her child amid complex medical challenges, TimMeka uses her platform, TimMeka The Medical Mom, to empower fellow parents to advocate assertively, remain resolute, and navigate the healthcare system with confidence. Her mission is deeply rooted in transforming adversity into purpose—restoring hope, fortifying families, and fostering enduring impacts within communities.

Dr. Stephanie Wall

Stephanie Wall is a lifelong resident of Howard County.  Holding undergrad and graduate degrees from Johns Hopkins University, in Management, with a concentration in Organizational Leaders. She retired after 20 years as a Law Enforcement Professional. Stephanie proudly served the residents of West Baltimore as a Patrol Officer for 5 years.  She was called to bring her spirit of service to her hometown. Stephanie lateralled to the Howard County Police Department, where she serving in many capacities, such as Patrol Officer, District Outreach Officer, School Resource Officer,  Patrol Section Sergeant, Outreach Sergeant, Watch Commander of a Patrol Platoon, and retiring as a Lieutenant, of the Community Outreach Division & Mental Health Section.  Ret. Lt. Stephanie Wall, now proudly serves as the Strategic Outreach Coordinator, out of the Howard County Executive's Office, where she continues her legacy of service to the community. Mr. Damon Fowlkes

Damon Fowlkes is a devoted husband to Dr. Katrina M. Fowlkes, CEO of Perfect Generation Ministries (PGM) Family, a proud father, and loving “Pop-Pop.” He is a U.S. Army veteran who served honorably for over 13 years and has dedicated more than 30 years to the healthcare industry as a compassionate and skilled nurse.

 

Damon holds a Bachelor’s degree in Information Technology and is currently pursuing his Master’s degree in Cybersecurity Forensics. He also holds an A+ Certification and continues to expand his expertise in technology and digital security. Combining his healthcare experience with his passion for technology, Damon is the business owner of IT King Consulting, LLC, where he provides IT solutions and consulting services.

 

Known for his dedication to service, leadership, and lifelong learning, Damon remains committed to supporting his family, community, and the advancement of technology and healthcare. Who is an author of poetry and produced his own books.

Honorary Board Member

Mr. Claude Harriott

Claude’s Journey: From Athlete to Community Leader and Small Business  Owner 

Claude was born in Jamaica and raised in Belle Glade, Florida, where he was  deeply influenced by his Jamaican heritage and the values instilled by his  hard-working immigrant parents. They taught him the importance of giving  back to the community as a way of building it up. Today, Claude integrates  those lessons into his work, ensuring that every endeavor he undertakes  benefits those around him. 

A graduate of Glades Central High School, Claude earned a football  scholarship to the University of Pittsburgh. There, he majored in  Communication Rhetoric and excelled on the field, earning All-American  honors. Beyond sports, he was a team leader for the Fellowship of Christian  Athletes, emphasizing faith, leadership, and community service. His time at  Pitt shaped his character, instilling in him a sense of responsibility to lead and  inspire others. 

In 2004, Claude was selected in the fifth round of the NFL Draft by the  Chicago Bears. Over the course of his nine-year professional football career,  he played for teams in the United States and Canada, including New York,  Detroit, Kansas City, and the Toronto Argonauts. His career took him across  four different countries, allowing him to learn valuable life lessons from the  diverse people he met along the way.

Upon retiring from football, Claude transitioned into the financial services  industry, becoming a Master General Agent with American Income Life. He  dedicated himself to educating families about the importance of financial  protection through life insurance. More than just selling policies, he trained  his agents to prioritize honesty and integrity, emphasizing that true success  was measured not by the number of closed accounts but by the number of  lives positively impacted. 

Claude’s passion for mentorship and youth development led him to co-found  Quest-Act in 2018. This nonprofit organization is centered on life skills  programs that empower young men and women to make positive choices.  The organization’s universal theme, “Choose to Win,” serves as a guiding  principle in helping youth build confidence, set goals, and strive for success.  In 2020, Claude expanded his impact by stepping into the role of Executive  Director for Glades Youth Connection, a faith-based organization dedicated  to mentoring youth through sports and civic engagement. Under his  leadership, the program has grown beyond its Florida roots, now making a  difference in the Washington, D.C. Metro area as well. 

Committed to community service, Claude finds fulfillment in volunteering,  coaching sports, and staying actively involved in his children’s lives. He has  been married to his wife for nearly two decades, and together, they are raising  two wonderful daughters. In his free time, he enjoys traveling and practicing  jujutsu, always seeking opportunities for personal growth and cultural  experiences. 

In July 2021, Claude took on a new challenge, becoming the owner of his  own State Farm agency. With this opportunity, he continues his mission of  educating families about financial security and helping them protect their  loved ones. His agency represents more than just insurance—it stands as a  pillar of support and empowerment for the community he proudly serves.

Dr. Damon Brown 

Dr. Damon Brown is a devoted husband, seasoned law enforcement professional, and respected leader with more than 30 years of service in law enforcement at both the federal and international levels. Throughout his distinguished career, he has demonstrated a strong commitment to justice, accountability, and strengthening relationships between law enforcement and the communities they serve.

Dr. Brown has an extensive background in workforce development and leadership training, equipping professionals with the tools needed to succeed, grow, and maintain long-term careers. He has also played an important role in initiatives focused on the ethical use of force, police accountability, and building trust between officers and the communities they protect.

Passionate about mentorship and community empowerment, Dr. Brown has dedicated significant time to mentoring youth and young adults, helping them develop leadership skills, discipline, and positive life pathways. His work continues to focus on bridging gaps between community members and law enforcement while developing the next generation of responsible leaders.

Through decades of service, mentorship, and leadership development, Dr. Damon Brown remains committed to strengthening communities, promoting professional excellence, and inspiring others to lead with integrity and purpose.

Mrs. Linda Stowe

Ms. Linda Stowe is a compassionate leader, creative visionary, and dedicated servant to her community. A retired federal government professional, Ms. Stowe brings decades of experience in structure, compliance, and operational excellence. Her strong background in policy, accountability, and organizational integrity now supports her role as Executive Director of Compliance and Secretary of the Board of Directors for Perfect Generation Ministries, Inc. (PGM). In these roles, she ensures that PGM operates with transparency, strong governance, and alignment with federal and state regulations. 

Beyond her professional accomplishments, Ms. Stowe is a devoted wife and mother whose life reflects compassion, service, and faith. She generously volunteers her time and expertise to support PGM’s mission of uplifting families and strengthening communities impacted by trauma and violence.

Board Member Compliance/Goverance

Mr. Verron "Ron" Brade

In October 2025, Verron “Ron” Brade was recently selected as the County Administrator for Halifax County, VA—the community that raised him.  As a retired Senior Executive from the Federal government, Ron spent approximately 5-years in various executive-level positions in higher education.

Before his current position, he serviced as the Senior Vice President for Administration at Xavier University of Louisiana (XULA) in New Orleans where he was primarily responsible for all business operations. Prior to XULA, he was the Associate Vice Chancellor for Strategic Sourcing and Chief Procurement Officer at the University of North Texas System (UNTS).  He’s responsible for providing strategic direction, leadership, and integration of strategic sourcing, procure-to-pay functions, and the Historically Underutilized Business (HUB) Program.  In addition, Ron also inspired financial and procurement professionals across UNT World with strong programs of members including a newly developed Procurement Business Internship Program for undergraduate students from both UNT and UNT Dallas Business Schools.

Ron is also a retired member of the federal Senior Executive Service (SES) and served most recently as the Associate Center Director at the National Aeronautics and Space Administration’s (NASA) Ames Research Center (ARC) in “Silicon Valley.”  Prior to that, he was the Deputy Associate Administrator for NASA’s Mission Support Directorate (MSD) where he, in partnership with the AA for MSD, was responsible for advising the NASA Administrator and Deputy Administrator concerning all aspects of institutional support encompassing an annual budget of over $3 Billion.  As such, he collaboratively provided oversight for Agency-wide mission enabling functions comprising Human Capital Management, Strategic Infrastructure including Construction of Facilities, Procurement, Protective Services, Headquarters Operations, the NASA Shared Services Center, and NASA Strategic Partnerships including Space Act Agreements.  At HQ, Ron also served as the Pride Alliance Executive Sponsor.

Ron also served for 10 years as the Director of NASA Goddard Space Flight Center’s Office of Human Capital Management (OHCM) responsible for providing strategies, solutions and services that support the achievement of NASA Goddard’s mission by planning for and providing the right talent, to the right place, at the right time, and in the right way.  During that time, he led transformative change efforts in both the Goddard and NASA HQ human resource operations to increase quality of service, accountability, and established human capital analytics capabilities.  In this role, Ron also served as Senior Champions for the People with Disabilities and Native American Advisory Committees.

Before his transition to OHCM, Ron was the Chief of Goddard’s Information Services Division providing leadership and support during its transition into the current Information Technology and Communications Directorate (ITCD).  From 2002 to 2004, as the Deputy Chief of the Procurement Operations Division, Ron performed overall planning of Division operations and exercised administrative and technical responsibility.  He has also held Contracting Officer positions in procurement at the National Reconnaissance Office (NRO), the National Institute of Standards Technology (NIST) and NASA Headquarters.  

He is a 2009 and 2014 recipient of NASA’s Outstanding Leadership Medal.  In June 2008, Ron was selected to participate in NASA’s SES Career Development Program and has completed Harvard University’s Senior Executive Fellows Program.  While at Goddard, Ron was an active member of the Goddard community leading other change efforts including the Tiger Team Chair developing Goddard’s response to a Class Action Settlement.  He also served as the Center Property Survey Officer from 2005 until March 2009.

Ron received his Bachelor’s Degree from Virginia Tech and Master’s Degree in Public Administration from The George Washington University with concentrations in Procurement and Contracting.  He hails from South Boston, VA and currently commutes from South Boston, VA to Clarksville, MD where he’s married to Angela LaCroix and has three children:  Bianca, Beau, and Brielle.

Executive Director of Grief Services

Ms. Pamela Alfred (Dorsey)

Pamela Alfred is a devoted mother, proud “Gi-Gi,” and resilient businesswoman who has served her community for more than 30 years. She began her journey of service through her daycare business, where she dedicated herself to nurturing, teaching, and caring for children and supporting families within her community.

 

Pamela’s life was forever changed by the tragic loss of her youngest son to gun violence. Through unimaginable grief, she has chosen a path of strength, advocacy, and compassion. Rather than allowing the pain to define her, Pamela has worked tirelessly to transform her loss into purpose—raising awareness about the devastating impact of gun violence and supporting other parents and families navigating the heartbreak of losing a loved one.

 

Today, Pamela continues to serve as a source of comfort, encouragement, and healing for those who are grieving. Her voice, resilience, and unwavering love for her family and community inspire others to find strength in the midst of loss and hope in the face of tragedy. Through her advocacy and outreach, Pamela Alfred remains committed to helping ensure that fewer families experience the profound pain of losing a child while offering compassion to those who carry the weight of grief. She has published several books as a co-author as well.

Mr. Douglas Reese

Douglas Reese is a devoted husband, proud father of three, and a retired U.S. Army veteran who faithfully served his country while remaining deeply committed to caring for and providing for his family. His life is a powerful testimony of perseverance, faith, and dedication to service both in and outside of the military.

Douglas earned his Master’s Degree in Business, further strengthening his commitment to leadership, entrepreneurship, and personal development. A man of many talents, he is a business owner, skilled barber, and gifted artist whose creativity and work ethic reflect his passion for excellence and self-expression.

In addition to his professional accomplishments, Douglas serves as a deacon and is a dedicated mentor who takes pride in guiding and uplifting others, particularly young people seeking direction and purpose. Known for his wisdom, versatility, and servant leadership, Douglas Reese continues to inspire those around him through his faith, mentorship, and commitment to building stronger families and communities.

Mr. Brandon Bannister

Brandon Bannister is a dedicated public servant, writer, and community advocate who has faithfully served the community through his work with the Howard County Public Library System for over 20 years. Through his long-standing career in public service, Brandon has remained committed to empowering individuals through education, access to resources, and lifelong learning.

A proud native of Baltimore, Brandon has also been an active volunteer within the community, consistently lending his time and talents to initiatives that uplift and strengthen others. Brandon Bannister is a dedicated public servant, writer, and community advocate who has faithfully served the community through his work with the Howard County Public Library System for over 20 years. Through his long-standing career in public service, Brandon has remained committed to empowering individuals through education, access to resources, and lifelong learning.

A proud native of Baltimore, Brandon has also been an active volunteer within the community, consistently lending his time and talents to initiatives that uplift and strengthen others. Pastor Wayne Douglas Monk Sr.
“Ephesians 4:11-12 NIV “ So Christ himself gave the apostles, the prophets, the evangelists, the pastors and teachers,  to equip his people for works of service, so that the body of Christ may be built up”

Reverend Wayne Douglas Monk Sr., a native of Washington, D.C., was born on April 16, 1966, to the late Ruby Pearl Crawford and Jasper Taylor. Raised in Southeast D.C. alongside four brothers and one sister, Rev. Monk was known from a young age as a “heart winner” — a man who naturally drew people in with kindness, warmth, and authenticity.

Rev. Monk graduated from Frank W. Ballou High School in 1985 and pursued higher education at the University of West Virginia in Morgantown, where he earned his Bachelor of Arts in Business Administration in 1990. His early life was marked by perseverance, humility, and a desire to uplift those around him.

In 1996, Rev. Monk gave his life to Christ at New Covenant Baptist Church under the guidance of the late Apostle A. Norris Smith. That same year, he married the love of his life, Lisa L. Monk. His spiritual journey deepened through fervent prayer and service. A significant turning point came when he prayed for his father-in-law, then Chairman of the Deacon Board; shortly after, Rev. Monk was appointed to the NCBC Deacon Board in 1997.

Answering the call to ministry in 2000, Rev. Monk was licensed to preach under Apostle Smith and delivered his first sermon with conviction and humility. His dedication to ministry has included various roles, such as:

  • Feeding the Homeless

  • Organizing Coat Drives

  • Teaching Sunday School and New Members Classes

  • Serving as a church drummer and member of the Men’s Choir

  • Leading  the Men’s Ministry

Rev. Monk furthered his theological education by earning a Degree in Theology from Southern Baptist College. In 2013, he was elevated in ministry and ordained in 2015 at New Dawn Baptist Church, where he faithfully served for many years.

Currently, Rev. Monk serves as the Assistant Pastor at Love of God Missionary Baptist Church in Scotland Neck, North Carolina. Alongside his wife, Elder Lisa L. Monk, he forms an anointed ministry team dedicated to transforming lives through the power of God.

Together, they are the proud parents of two children from their union, Ariana and Wayne Jr. In addition, they share the love and responsibility of raising six other children, and they have embraced and care deeply for dozens of adopted children of their friends.

Rev. Monk is a man devoted to God, steadfast in his love for his family, and committed to lifelong learning. He is widely known for preaching and teaching the Word of God with power, clarity, conviction, and an unwavering commitment to truth.

Above all, his life and ministry are guided by his personal motto, rooted in Scripture:
“Blessed are the pure in heart, for they will see God.” – Matthew 5:8
